When investigating a new procedure which is being proposed by physicians for the nurses, it is recommended that a systematic approach is used to investigate whether the new procedure complies with the relevant state law, rules, and regulations (ANA, 2010). The second aspect that must be ascertained in the investigation is whether the proposed procedures comply with the Nursing Scope and Standards of practice for the respective states. During the investigations, all the applicable hospital’s policies must be followed to ensure there is no conflict of interest in the process. Finally, the investigation would assess the registered nurses affected by the new procedure to ascertain their level of competence (ANA, 2010). The process applicable for determining whether the procedure falls within the RN scope of practice is explained in the State six-step decision-making model which will help nurses decided is the new procedure conforms with the nursing scope of practice (Texas Board of Nursing, n.d). Thus, the investigation will first establish if the proposed procedure is consistent with the Nursing Practice Act (NPA), Board Rules, and Board Position Statements and/or Guidelines. It will also ascertain whether the procedure is appropriately authorized by valid order/protocol and in accordance with established policies and procedures. The third step is to verify whether the procedure is supported by either research in nursing and health-related field or in the scope of practice statements conducted by reputable national nursing organizations.
The fourth step is to ascertain whether the nurses affected by the procedure possess the required knowledge and competency. It would also be prudent to ascertain whether the procedure would enable a reasonable and prudent nurse to undertake their activities effectively and their level of preparedness to assume accountability for the provision of safe care and the outcome of the care rendered (Texas Board of Nursing. n.d). Standards are important aspects of nursing that a nurse must learn and implement every day for the rest of their nursing career. These standards provide for a nurse’s competence in the quality of care they deliver to the public. Standards offer a necessary guidance to nurses everywhere in an effort to ensure that people are treated correctly and ethically. Patients expect nurses to have a general knowledge of the medical realm and to know exactly what it is they –as nurses- are responsible for. Nurses need to have a sense of professionalism that enable the patient to feel safe and secure, knowing that a competent person is caring for him. A lack of professionalism does the opposite, making it impossible for a patient to trust or respect the nurse caring for him. Standards of nursing, if utilized correctly, give the nurse that sense of professionalism the patient is expecting. It insures for the safety of the patient and allows the nurse to provide quality health care that is expected of a medical professional.

The six standards of practice are very important. Under the first standard, assessment, the nurse evaluates health information related to the patient. This information could be a health issue such as asthma, or a psychological issue such as anxiety that is necessary knowledge needed before treatment can begin. It is important to know that the task a nurse performs is within the scope of practice. So that a nurse can perform his/her task in a permitted way safely. According to the ICN (International Council of Nurses), “Nursing encompasses autonomous and collaborative care of individuals of all ages, families, groups and communities, sick or well and in all settings. Nursing includes the promotion of health, prevention of illness, and the care of ill, disabled and dying people. Advocacy, promotion of a safe environment, research, participation in shaping health policy and in patient and health systems management, and education are also key nursing roles” (ICN 2010) This statement clearly defines the scope of practice of a nurse. But in the field of nursing there are several kinds of care givers.
