Assurance is one of the three core functions of public health. Find a resource in your community (other than WIC)that could assist Mary during her pregnancy. Start by searching the Internet for your local health department’s website. What services does it provide for pregnant women, those living in poverty, or those with mental health concerns? What about your local welfare office? Does it provide prenatal or mental health services? Are there any service organizations, crisis pregnancy centers, or churches providing help for pregnant women or those experiencing mental health concerns? (The Internet, your local newspaper, and the telephone book may also help you locate resources.)

Introduction
Chronic illnesses are disorders that require ongoing care and treatment for much of the patients’ life to manage the illness. Examples of such illnesses are diabetes, high blood pressure, or heart disease. When discussing chronic mental illness, such diseases or disorders would be those that require ongoing treatment and care throughout much of the patients’ life. Examples would be schizophrenia, bipolar disorder, chronic anxiety disorder or attention deficit hyperactive disorder as well as many other specific forms of mental illness. Although these advocates led the way to vast improvements and the closure of almshouses and insane asylums there was still a significant amount of abuse reported. The early twentieth century paved the way for new treatment options and methods when Clifford Beers book A Mind that Found Itself described his own encounters with abuse and cruel mistreatment within the several mental hospitals where he was placed. This publication led to a national committee dedicated to improving the conditions and treatment of those individuals with mental illness and in mental institutions, developing prevention methods and reducing the negativity toward those with mental illness. Until the 1950s the most commonly used intervention method was putting those patients with mental illness into institutions. Stanhope and Lancaster (2008) define vulnerable populations as “those defined at a greater risk for poor health status and health care access”(p.712). The role of a public health nurse in contrast to a vulnerable population is to establish interventions to help break the cycle of vulnerability thus aiding to eliminate health disparities within the population. The term “risk” helps public health nurses establish a person probability of something happening to them. This epidemiological term is used with the triangle of host, agent and environment in contrast to ones health within a population. These vulnerable populations according to Shi and Stevens (2005) experience disparities in access to care and have poorer health status than the population as a whole. Along with risks that these vulnerable populations are linked to, there are non-modifiable risk factors as well, called risk markers. These risk markers are characteristics that help I screening variables that mat be associated with poor health but not directly cause morbidity or mortality. An example of this can be race or sex. Healthy People 2010 has stated one if their goals includes the elimination of health disparities in the nation. They aim to overcome this by implementing state health initiatives that guide systematic approaches to help eliminate health disparities that disadvantaged and underserved populations face. Public health nurses, who work with vulnerable populations, can help with this mission by providing outreach, and assessing communities risk factors and exposures. For example, holding health fairs to increase the communities’ awareness of certain health issues with resources available to the population. Public health nurses can utilize outreach to help make health care more assessable to the communities they serve by implementing health education and counseling in areas the population congregate, for example: schools, community centers, churches and workplaces.  Week3: Vulnerable Populations Essay
