It is not clear to me in this paper what underperforming benchmark the policy is addressing. At the very end of the paper you discuss that one of the complexities is the timely reporting of delayed service delivery and the number of deaths for patients requiring a ventilator and special care is at 100 percent at Tip top Medication Center. This use of the EHR system by the organization was intended to align with the objectives of the Meaningful Use (MU) program by the Centers for Medicare and Medicaid Services or CMS (Sweeney, 2017). As a result, the organization has been receiving financial incentives for the same. Lately, however, there have been breaches to the security of patient data at Tiptop as well as a lack of interoperability of the system with other providers.
