Assessment Global Healthcare Comparison Matrix and Narrative Statement
Global Healthcare Issue |
Global Health Security |
|
Description | Global health security pushes for a resilient public health system that can prevent, detect and respond to disease threats. The World Health Organization aims to protect the world’s population’s health and safety and fight global health threats such as influenza, Coronavirus disease 2019, and Ebolavirus. The Global health security actions are carried out in partnership with other national and international agencies such as the Center for Disease Control and Prevention. Top risks to global health security include the emergence of infectious diseases and the risk of drug-resistant infectious pathogens (Donkin et al., 2018). Describe the policy in each country related to the identified healthcare issue |
Through the Patient Protection and Affordable Care Act, the American government has advocated for improved health access, specifically for racialized communities. The act also addresses the social determinants of health that correlate with health and healthcare access disparities (The U.S. Government and Global Health, 2021).
|
While addressing global health security, the Canadian government has enacted the Public Health Agency of Canada that assists the Minister of Health in performing the duties and responsibilities, including response to disease outbreaks (Chattu et al., 2020).
|
What are the strengths of this policy? |
One of the strengths that have been realized by this policy is the insurance coverage for the vulnerable American population. Consequently, this has translated to improved access to healthcare. The insurance of individuals with pre-existing conditions has bridged the gap regarding healthcare access (The U.S. Government and Global Health, 2021).
|
The policy has improved healthcare access to many Canadian citizens. Better surveillance for potential disease outbreaks has been carried out by the Public Health team and the Minister for Health office. This has improved Canada’s preparedness for infectious disease outbreaks (Chattu et al., 2020). |
What are the weaknesses of this policy? | One of the weaknesses of the policy is high insurance premiums issued, which could deter some individuals from subscribing to the insurance scheme. Moreover, potential fines placed on those lacking insurance coverages have scared people instead of motivating them to get insured (The U.S. Government and Global Health, 2021). Assessment Global Healthcare Comparison Matrix and Narrative Statement.
.
|
The cost of disease surveillance by the Ministry of Health has provoked increased funding, which has not translated to the affordability of care among vulnerable Canadian populations (Donkin et al., 2018).
|
Explain how the social determinants of health may impact the specified global health issue. (Be specific and provide examples)
|
Various disease burdens such as malaria and diarrhea have been linked to poverty. Moreover, acute respiratory infections have been prevalent in low-income countries with poor hygiene and a safe environment. The disparities in healthcare access due to marginalization have affected Global Health Security’s mission to improve response to disease outbreaks (Donkin et al., 2018). Very large subgroups of the global population live in poverty, and weak public transport and infrastructure derail meeting their needs during epidemics.
|
Global health security has also been affected by differential susceptibility and access to care (Donkin et al., 2018). Specifically, psychological issues in low-income people, such as stress, have been correlated with increased susceptibility to influenza. People with low health literacy levels have demonstrated poor health-seeking behavior, affecting the global response to epidemics such as Ebolavirus.
|
How has each country’s government addressed cost, quality, and access to the selected global health issue? |
The American government has improved global health security efforts by driving concerns on infectious diseases. The federal government has also provided technical assistance and improved financial efforts to support its capacity to prevent and respond to disease threats ( U.S. Embassy & Consulates in Italy, 2021). Consequently, the population has enjoyed the affordability of high-quality care.
|
The Canadian government has enhanced case detection and testing of infectious diseases. This has improved access to quality care by the population. The government has also been vigilant in fast-tracking clinical trials on treatments and vaccinations. Through extensive funding of the healthcare sector, most of the population has been able to afford care.
|
How has the identified health policy impacted the health of the global population? (Be specific and provide examples) |
The health policy has enhanced the detection and stopping of disease outbreaks before affecting the rest of the population. The reduction in response time has allowed countries such as Liberia to limit the loss of lives due to disease epidemics. The putting up of subnational emergency operation centers has promoted coordination of healthcare response (CDC.gov, 2021).
|
Like in the case of Guinea Bissau, evidence-based surveillance action has enhanced countries’ response to disease outbreaks (CDC.gov, 2021). The training of healthcare teams using the EBS tool has equipped them with the necessary skills to handle health crises during disease outbreaks. |
Describe the potential impact of the identified health policy on the role of nurses in each country. |
Nurses in the United States have been vigilant in eliminating potential disease outbreaks. They have been tasked with assessing individuals, and advocating for social justice in healthcare access and service delivery (Donkin et al., 2018). Assessment Global Healthcare Comparison Matrix and Narrative Statement.
|
Specifically, nurses have become more involved in the health of vulnerable groups through lobbying for the formulation of domestic policies to promote access to care of racialized communities (Donkin et al., 2018). registered nurses have taken leadership positions to better participate in the policy-making processes. |
Explain how global health issues impact local healthcare organizations and policies in both countries. (Be specific and provide examples) |
Different offices in the department of health and human services have been at the forefront of overseeing global health security programs. For instance, the office of the assistant administrator oversees legislative relations that ensure regulation of global health security projects.
|
The institute of biosafety and biosecurity collaborates with the government and private sectors to enhance bio-risk management through capacity building. The institute has provided leadership to build administrative structures that promote biosafety and preparedness for disease outbreaks. |
General Notes/Comments |
Global health security is a global health concern due to the rise in disease outbreaks such as influenza and coronavirus. Appropriate policy formulation is necessary to address health disparity in vulnerable groups and ensure affordability of care during infectious disease outbreaks
|
As part of strategies to facilitate global health security, the national government should collaborate with international agencies. Coordination of care improves preparedness and response to disease epidemics. Nurses have a critical role to play in facilitating improved response (Donkin et al., 2018). |

Part 2
Explain how you would advocate for the incorporation of a global perspective or lens into your local practice and role as a nurse leader.
As a nurse leader, participating in policy-making provides an effective strategy to ensure health outcomes and disease outbreaks. The gaps in communication and poor infrastructure have contributed to a slowed global response to disease outbreaks. As a nurse leader, collaborating with agencies is important in coordinating a response. Timeliness and the pragmatic response has facilitated enhanced response to disease epidemics. As a nurse leader, designing multidisciplinary teams to address challenges that arise during disease outbreaks is critical in enhancing health outcomes. Rapid response is essential for vulnerable populations. The most marginalized population has poor access to health care services (Edmonson et al., 2017). Advocating for social justice and extending their insurance coverage is vital in ensuring that lives are not lost during epidemics.
Explain how the incorporation of a global perspective or lens might impact your local practice and role as a nurse leader.
The gold response to global health outbreaks is prevention. As a nurse leader, the global perspective on disease outbreaks will change my role to emphasize the prevention of healthcare conditions rather than individualized cure. Nurses and other care professionals will be encouraged to foster early recognition of new infections and identifying the linkages between community and disease development (Edmonson et al., 2017). Assessment Global Healthcare Comparison Matrix and Narrative Statement. The healthcare services will be revolutionized to focus on population health rather than an individual. Further, more emphasis will be placed on patient education and determining the various socioeconomic factors that affect health perception and access to healthcare services. Moreover, because of infection risks associated with pathogens that cause epidemics, nursing care, and specimen collection will minimize patient contact (Corless et al., 2018).
Explain how the incorporation of a global perspective or lens into your local practice as a nurse leader represents and contributes to social change. Be specific and provide examples
The global lens sensitizes nursing practice by focusing on recognizing, containing, and controlling infections. As healthcare emphasizes the public health approach, health promotional and patient education strategies will mark social changes (Edmonson et al., 2017). Patients will be encouraged to adopt healthy lifestyle practices such as healthy eating practices and physical exercise.

If you talk about a possible poor health outcome, do you believe that outcome will occur? Do you believe eye contact and personal contact should be avoided?
You would have a difficult time practicing as a nurse if you believed these to be true. But they are very real beliefs in some cultures.
Differences in cultural beliefs, subcultures, religion, ethnic customs, dietary customs, language, and a host of other factors contribute to the complex environment that surrounds global healthcare issues. Failure to understand and account for these differences can create a gulf between practitioners and the public they serve.
In this Assignment, you will examine a global health issue and consider the approach to this issue by the United States and by one other country.
