Tobacco Free Florida (TFF)

Description The Tobacco Free Florida (TFF) is an initiative program that was first introduced in the year 2006 with an aim of promoting the health and welfare of Floridians. Compared to other states that faced restrictions of utilizing funds generated from tobacco companies for anti-smoking initiatives, Florida introduced this important program in 2006 (Shiramizu et al., 2016). Through constitutional amendment, the Floridians cast their votes in favor of creating a dedicated plan with an aim of increasing awareness and preventing tobacco use (Buckley, 2017). As such, the plan was specifically developed to help in closely adhering to the comprehensive smoking cessation model that had initially been endorsed by the Centers for Disease Control and Prevention (CDC). How was the success of the program or policy measured?

 

The initiative’s success was done through data analysis that involved a comparison of the current prevalence of cigarette consumers in Florida to the initial prevalence, prior to its implementation. Furthermore the evaluation process also considered the increase in adult tobacco consumption after this program was implemented. The shifts in tobacco product usage among youth over a period of time were monitored (Ganos & Pierce, 2019). Through the Florida Department of Health, surveys that helped to gather variety of statistics, including data on drug consumption among young people were conducted. Finally, the CDC necessitated the gaining of essential information pertaining tobacco consumption in Florida. Through all these, the measure of success of TFF was effectively done.

What data was used to conduct the program or policy evaluation? The Florida Health Department has been administering the Florida Youth Tobacco Survey (FYTS) on a yearly basis, since the year 1998. This survey provided the useful information concerning tobacco consumption prevalence among middle and high school students in Florida (Buckley, 2017). What specific information on unintended consequences were identified? This program works through promoting and supporting all initiatives that work towards advocating for a smoke-free housing, thereby stressing on the need of safeguarding and providing protection against the diverse risks related to second-hand smoke, which can readily transmit between different houses. The program further emphasizes on the financial benefits for residents in maintaining a smoke-free residence, compared to a unit that permits smoking.
What stakeholders were identified in the evaluation of the program or policy? Who would benefit most from the results and reporting of the program or policy evaluation? Be specific and provide examples. The government of Florida allocates billions of cash for education, where it has been found effective since the youths and elderly populations record the lowest number of smokers since the implementation of the program (Ganos & Pierce, 2019). From the thorough evaluation that has been done unto this particular policy, it has achieved much success. The stakeholders that benefitted most are the Floridians, since they were able to drastically reduce tobacco consumption, hence stabilizing their health status.

 

 

 

Did the program or policy meet the original intent and objectives? Why or why not?

 

TFF has extensively achieved its initial objective, through impacting a significant reduction in the consumption of tobacco among Floridians, with a large number actively ceasing their tobacco use. TFF has also had a great impact on the reduction of the onset of tobacco use among school-age children (Buckley, 2017). However, there is still a significant proportion of residents in Florida who continue to consume cigarette, thereby impacting an annual mortality rate exceeding 28,600 individuals as a direct consequence of smoking in  the state (Williams & Anderson, 2018).
Would you recommend implementing this program or policy in your place of work? Why or why not? I would greatly recommend the implementation of this program at my workplace. The reason for this is that research has shown that people from the county where I work consume more cigarettes per day compared to other areas. Furthermore, the program is based on CDC’s guidelines of tobacco cessation, which has had numerous successes in the past.
Identify at least two ways that you, as a nurse advocate, could become involved in evaluating a program or policy after one year of implementation. The first way that I would engage in advocacy after the first year of implementing this program is through engaging in research that examines the effectiveness of program. General Notes/Comments Translational Research Infrastructure Program to Address Health Inequities Essay The program’s outstanding effectiveness is interesting, and Florida residents are fortunate to have it. Approximately 15 percent of the funds gained from the cigarette industry are designated for the TFF program. Furthermore, the program’s administrative expenses are only one-third of the estimated amounts provided by the CDC.
