Evidence Base in Design

There have been a significant number of fatalities and infections caused by the COVID-19 virus among those who are incarcerated. Staff in prisons and other institutions where the COVID-19 virus may be spread have also been hit by this outbreak. Although COVID-19 has had a significant influence on correctional institutions, the national government has not made the significant investments in extensive testing, contact tracing, and data gathering required to ensure the safety of those jailed, the staff at these institutions, and the communities they serve. As a result, members of Congress proposed a piece of legislation known as the Federal Penitentiary Facilities COVID-19 Response Act in order to take action against the transmission of COVID-19 in governmental prison systems. The proposed legislation would mandate that correctional institutions provide free COVID-19 surveillance testing on a weekly basis for both detained inmates and staff members. Additionally, it would mandate that prison systems provide weekly testing results to the Department of Justice, the Centers for Disease Control and Prevention, and state agencies responsible for public health (Congress.gov, 2021). Data outputs will contain details regarding the number of jailed persons and workers who were tested, the sort of tests that were done, test findings, and the results of COVID-19 incidents, with the data being broken down according to major demographic criteria. People who are detained and workers will have their right to privacy respected. In the event that three or more jailed persons or staff exhibit COVID-19 symptoms within a period of seventy-two hours, representatives from the CDC would be dispatched to correctional institutions in order to assist in putting an end to outbreaks of the disease (Congress.gov, 2021). The policy would also compel the Bureau of Prisons to revise the COVID-19 recommendations for correctional institutions in collaboration with the Centers for Disease Control and Prevention (CDC) and a set of public health officials. This would assure the broad use of surveillance monitoring, extend contact tracing, encourage decarceration, and enhance the living situations of jailed persons. Additionally, the Department of Justice would be required to provide a report to Congress on the adherence of federal prison systems to the Interim Guidance on Management of COVID-19 in Correctional and Detention Facilities issued by the Centers for Disease Control and Prevention. The Federal Correctional Facilities COVID-19 response Act is adequate enough to ensure its relevance to the general public. This is because its goal is to outline as many of the phenomena as possible that are brought about by the present worldwide COVID-19 outbreak, which influences data collecting, dissemination, and the data itself within and beyond the branches of the United States criminal justice system (Wallace et al., 2021). The COVID-19 outbreak offers an alarming level of prevalence, as well as escalating mortality tolls, which necessitates the prompt implementation of preventative steps. These preventative approaches would save expenditures as well as the overcrowding that plagues healthcare facilities and, as a result, places individuals in a less precarious position. The justification for the proposed Act has been substantiated by literature that demonstrates how it would affect the health and safety of the general population. This law might also serve as a springboard for more comprehensive efforts to address the problem, such as a re-allocation of resources and the creation of a long-term solution (Williams et al., 2020).
