I am writing you to ask that you to champion a policy bill in the Senate that would authorize nurse practitioners to order cardiac and pulmonary rehabilitation on Medicare patients. Titled H.R. 3911/S. 2842 (Increasing Access to Quality Cardiac Rehabilitation Care Act of 2019), the proposed policy bill should identify the educational requirements of the nurse practitioners who can provide these services competently (GovTrack, 2020). In addition, the bill would require nurse practitioners to consult and refer to other health care providers when a patient’s needs warrant such action. This legislation would serve five main functions with an impact on nursing practice and patients. Firstly, it would protect patients’ choices as it allows them to receive these services from the nurses they trust and of their choice. The current policies interfere with patient-centered health care. Secondly, nurse practitioners are mainly focused on providing services in underserved and rural areas while delivering the highest safety standards and care quality. While allowing nurses to practice to the full extent of their training and education is the right course of action, an inescapable reality is that nurses cannot do all that physicians can do. However, this concern can be addressed by requiring that nurse practitioners obtain additional licensing to order cardiac and pulmonary rehabilitation on Medicare patients. Besides that, the proposed policy has support from the Centers for Medicare & Medicaid Services (CMS) final rule issued in 2012.
