Part 2: Legislation Testimony/Advocacy Statement
My position regarding the H.R.4328 Bill is the need for the legislative to pass it to ensure that the issue of nurse shortage is addressed effectively. According to the World Health Organization (2022), nurse shortage is a global stress, considering that about 27 million midwifery and nursing workforce are currently expected to meet the needs of the growing patient populations. Consequently, in the United States, the Labor Statistics Bureau projects a need for over 275,000 nurses between 2020 to 2030 that will help cater to the current issues related to nursing shortages, such as high nurse burnout and turnover rates (U.S. DEPARTMENT OF LABOR, 2022). Hence, the Task Force will be crucial to ensure that an appropriate procedure is adopted when employing these nurses, particularly considering the departments that require an equivalent number of nurse-to-patient ratios for better healthcare services like the Intensive Care Units. The social determinants influencing HR 4328 include gender, education, and age. That is because the nurse Task Force will ensure that the new nurses’ age is balanced to reduce the existing gaps. For instance, the Task Force should formulate an effective strategy to hire nurses of all ages so that healthcare organizations will not experience nurse shortages if some nurses retire. That means the policy should ensure no discrimination for older nurses since they are also crucial due to their nursing experiences. For gender and education, the Task Force should formulate hiring policies should consider hiring nurses without gender discrimination. However, it will also be necessary to formulate strategies to enhance nursing workforce education and ensure that the nursing institution’s curriculum offers these nurses the necessary skills and competence (World Health Organization, 2022).
In case of an opponent, there will be a need to present them with facts on the nursing shortage’s negative impact on the United States. Such negative impacts include medical errors that increase mortality and morbidity rates and healthcare costs, which are accelerated by high nurse turnover and burnout.
