What features of community health services make them different from other parts of the health sector?
The Community Health Program (‘CHP’) was established by the Whitlam government in 1970. The main feature of this program was that a service sector was established for delivery of primary health care throughout Australia (Whelan, 2010). This was however done through locally managed community health centres that provided ‘integrated primary health care’. Within each of these community health centres, varied teams were formed with each of them focusing solely on rendering medical and nursing services, development of the community or resolving social and environmental problems through advocacy/social action.
There were two basic objectives with these centres were established in the first place. The first being the area/location of the centre and second objective being the costing. Most of these community health centres were formed in the rural areas with almost no existing medical facilities and practically no ability of the people to pay for the hefty fees involved in the medical treatment. These centres provided equal health care facilities irrespective of the capability of the patient/dependants to pay for the medical charges and provided facilities with a wide range of “enabling” services to support the delivery of consistent, affordable health care (Whelan, 2010).NURSING IN SOCIAL LIBERALISM Essay.
The major governance of these centres were vested with the patients of these centres itself with rights including authorizing budgets, approving recruitments and retrenchments and formalizing the policies of the centre.

Social Liberalism can be defined as an approach under which social justice is considered an essential part of the liberalism. Social liberals are of the view that the government should take initiatives to create harmony in the society. According to them this is possible only when every individual will be living a fulfilling life. People with limited means should have an access on proper education and health services at some reduced prices. Social liberals are also of the opinion that, in order to accommodate the burden of these subsidies, government can also increase the taxes which is levied on wealthy people. Social liberalism also looks for social equality. Under this approach, any kind of discrimination on the basis of ethnicity, race, skin colour, gender, or sexual orientation is a big bane for any society. Under the Australian ideology of social liberalism, in 1989, A National Women’s Health Policy was set up in Australia. Under this policy, an outline was made available to take decisions regarding fundamental health services as well as health services for women. After the introduction of this policy, Australia became the first country to have such an inclusive policy on women’s health.

Economic liberalism is a belief under which economic freedom is provided to all people. The control of life and taking decisions is in the hand of people there by giving them more freedom to make choices as far as economic and private property matters are concerned. Under economic liberalism, stress is given on the belief that as long as, liberty of others is intact, people should be permitted to take their own decisions with their resources. Though government regulate but does not interfere in the decisions taken in the free market. Government regulation is limited to keep a check on the creation of private monopoly. But, in economic liberalism, the liberty that is given to the poor is limited. For example, in late twentieth century, government supported midwifery and nursing under Australian childbirth policy.
